The Research Institute for Operations Management (FIR) and the Chair and Institute of Industrial Engineering and Ergonomics (IAW) choose their own way to develop and implement an appropriate quality management system (QM-System). The twin institutes with their different organizational structures, their different organizational aims and their different working results have chosen different approaches for the development and implementation of their respective QM-Systems: 1. The FIR, with its focus on applied research used a classical top-down approach, in which the management team had strongly influenced the design of the QM-System. 2. In contrast, the IAW with its focus on basic research and teaching applied a bottom-up approach by involving all employees in the development of its QM-System. This paper compares the achievements in improving quality through the implementation of a QM-System for both approaches as well as the experiences with the implementation an usage of the QM-System.
