Issues in SSI’s Proposed Guidance Regarding HLW Regulations

The Swedish Radiation Protection Authority has recently issued regulations concerning the protection ofrnhuman health and the environment in connection with the final management of spent nuclear fuel or nuclear waste,rnwhich are applicable to a large number of methods for final management. However, the Swedish Nuclear Fuel andrnWaste Management Company, SKB, is not only focused on geological disposal, it siting program has also reachedrnan advanced stage, narrowed down to a few candidate regions. SSI has therefore started the process of developingrnmore detailed guidance to these regulations on issues specifically related to geological repositories. This processrninvolves a dialogue with the municipalities participating in SKB’s site investigations, SKB and the internationalrnscientific community. In this paper we give examples of areas, which should be covered by the guidance, includingrnbest available technique and optimization, protection of the natural environment, human intrusion and health risk.rnThe project must be carried out preserving a balance between giving detailed enough guidance on how to meet therngoals in the regulations and maintaining SSI’s independence. The guidance should also be understood by, and takerninto account the interests by the concerned municipalities.
