Solution to Planning Management of Connection between Rail Transit Stations and Around Underground Space —Taking Shenzhen as an example

Based on the practical situation of Shenzhen City, the article mainly discusses the planning and construction of cross passages between rail transit stations and single or a few buildings which are not only for crossing the street. From the angle of view of public policies, the article takes problem construction and analysis process of public policies developed in the public policies plans as main clue, through stakeholder analysis to cross passages construction, brings forward the administrative process for cross passages construction under the situation of incomplete law system to underground space, difficult cognizance to underground space property right and lack of planning basis, and provides decision-making reference for developing relevant policies about the development and utilization of urban underground space.
