Achieving better performance for multimedia applications has been a challenging problem for the current Internet. Adaptive encoding tries to solve this problem by reducing the amount of encoded data in case of congestion. But the performance gets degraded as the encoding rate gets reduced. The introduction of QoS enables users to subscribe to services with certain service guarantees much better than the current best-effort service. However, the users need to pay a higher price for using such services. In this paper, we propose a general scheme for endpoint applications to adaptively subscribe to different level of services. We show that in a QoS environment with levels of services, we may reduce the cost for Internet users to use multimedia applications without much performance degradation.
