The Pricing Specification of Bill of Quantities for Construction Project has been issued by the Ministry of Construction of PRC, which is an important step to build a new kind system of project cost management in China. In this time, the new code is putting in practice in the whole country. This article introduces the principles contexts and main spirits for people those concern the development of the cost management in China.
