U.S. NOISE POLICY ON THE 30TH ANNIVERSARY OF INCE/USA

Although NCA-72 has never been rescinded by the Congress, its requirements are not beingrnimplemented, and EPA has now been ignoring its responsibility as “leading Federal agency” inrnnoise control for more than 20 years. Nonetheless, several other Federal agencies do haverncontinuing policies that relate to noise and its control. These policies generally cover specificrnsources, or specific environmental or occupational settings, within the purview of the individualrnFederal agencies. A unified national noise control policy representing an overall plan for thernNation and covering all sources of environmental and occupational noise does not exist at thisrntime. In the absence of any national policy, State and local agencies are making limited progressrnin providing low-noise environments for the American people.
