Arsenio A. Dominguez is a Naval Architect graduated from the Veracruzana University, in Veracruz, Mexico in 1995. He also obtained a MBA in Management at the University of Hull and a Certificate of Higher Education in International Law and European Politics from Birkbeck University, both in London, England.Mr Dominguez worked at Braswell Shipyard in Panama City, Panama, as Technical Assistant in survey and ship repair before joining the Panama Maritime Authority in 1998 as Head of the Regional Technical and Documentation Office and as Alternate Representative and Technical Adviser of Panama to the International Maritime Organisation (IMO) from 2004 to 2014. In July 2014 he was appointed as Ambassador and Permanent Representative of Panama to IMO.Since 1998 Mr Dominguez has represented Panama at the IMO, as well as the International Labour Organisation (ILO), the International Oil Pollution Compensation Funds (IOPC Funds) and the International Mobile Satellite Organisation (IMSO). He has also represented Panama at several shipping conferences, exhibitions, seminars and workshops.
