The viability of Sloping Land Conversion Program: A case study from China

摘要

Sloping Land Conversion Program (SLCP) is evaluated by examining two measures of economic and environmental viability. First, participants in the SLCP have incurred financial losses due to low structural changes, insufficient compensation, and the reduced availability of cropping land. The viability of the SLCP is questionable due to the negative economic effect. In addition to the compensation system, sufficient consideration should be given to the integration of the environmental goals with those of agricultural restructuring and poverty reduction in governmental policy design.
