From the position of system design theoretical and multiple formulation and decision of optimized multicriteria task of synthesis of a heterogeneous distributed network of television programs signals delivery through the artificial earth satellite (AES) were performed. Optimization parameters were got: number of programs not less than 400, reception quality with a bit error probability is not more than 10~(-5) at the minimum system price. It was defined, that for today for heterogeneous distributed network of television programs signals delivery through AES the most effective technology is OFDM. For the first time for telecommunication systems improved by the authors full enumeration method was applied. In this method new objective function is used, it allows to limit significantly bounds of discrete values of optimization parameters to several tens. Using design as a research method, the multiparametric optimization task was solved and method modification was performed [1 ÷ 5]. The optimal value of the objective function is obtained by ranking and determining its minimum value.
