Mukhtarbay Otelbaev is the professor of the Department of fundamental and applied mathematics of L.N. Gumilyov Eurasian National University, the director of Eurasian Mathematical Institute at Gumilyov Eurasian National University, the deputy director of the Kazakhstan branch of M.V. Lomonosov Moscow State University, the Chief Researcher of the Institute of Mathematics and Mathematical Modeling, the Laureate of the State Prize of the Republic of Kazakhstan, Doctor of Sciences in physics and mathematics, the academician of the National Academy of Sciences of the Republic of Kazakhstan. He was born on October 3, 1942 in the village Karakemer of the Kordai district of the Zhambyl region, Kazakhstan.
