The new system of open economy is reflected in the new system of "going out" Strategy and constructing a new mechanism for the sustainable development of foreign trade. Heilongjiang and Russia is witnessing the mature regional cooperation bases on the Eurasian Economic Union and China's One Belt and One Road Policy. But the strong economic and trade cooperation is still weak. Therefore, we need to deeply analyze how to solve the internal obstacles and the reasons for the formation of the external conflicts to explore the way to solve the problems.
