Pushing the Limits of a Modern Circulating Dry Scrubber for Cooper Unit 1 MATS Compliance

East Kentucky Power Cooperative (EKPC) recently installed a circulating dry scrubber (CDS) system at the John Sherman Cooper Power Station (Cooper Station) Unit 2. The CDS system includes a dry flue gas desulfurization (DFGD) system along with an integral pulse jet fabric filter (PJFF). EKPC and Burns & McDonnell have investigated combining the flue gas from Cooper Unit 1 with the flue gas from Cooper Unit 2 for treatment in the existing CDS to achieve compliance with the Mercury and Air Toxics Standards (MATS) for both Cooper Unit 1 and Unit 2. Based on the evaluation completed with the assistance of the original equipment manufacturer (OEM) of the CDS, the Project, known as the Cooper Unit 1 Duct Reroute (CDR) Project, was deemed viable and economical for implementation. The CDR Project will consist of combining the flue gas discharge from the Unit 1 induced draft (ID) fan with the Unit 2 flue gas upstream of the existing CDS. Implementation of the CDR Project will result in the CDS, the existing Unit 2 ID fan, and the CDS minimum flow recirculation damper being repurposed as common components to Unit 1 and Unit 2. This paper will focus on the development of the CDR Project and the methodology utilized for determining the CDS was capable of handling the combined gas flow from the two units. In addition, the paper will discuss the review process used to determine that the combination of the two Cooper units into the CDS was the most economically viable solution for achieving MATS Compliance on Cooper Unit 1.
