Study on the Failure of Land Control Policy in China Based on the Relationship between the Central Government and Local Governments

Land is a quasi-public goods in China, so the government should play an key role in land control. In China, the central government hopes to guarantee the sustainable development of economy and society by land control. It is no doubt that the starting point of land control is right, but the result is not so good. In recent years, the problems that local governments abuse land are more and more serious. One of the key reasons is that local governments have different goals from the central government in land control. Another important reason is that the existing land ownership system makes it possible for local governments to use it to avoid the control policies from the central government. Therefore, the key point to solve the failure of land control is to deal with the relationship between the central government and local governments well and then to find ways to let local governments participate into land control actively. Specifically, we can do it by perfecting the Tax Distribution, the Local Officials Accountability System, the Evaluation System of Local Officials and the Compensation Mechanism for the Interests of Local Governments.
