Based on describing the related concepts of snow disaster risk management in this paper, using GIS and remote sensing technology, the herders' data which include herders' grassland, rooms and sheds have been analyzed and processed. Combined with meteorological data, terrain environment data and socio-economic data, it is established a snow disaster risk management information system, and the minimum unit is herder level. System achieves major functions of analysis and assessment of snow disaster, grassland 110 police car's location, assistant decision-making and loss statistics after disaster. In this paper, take the snowfall on January 13, 2009 in Daotenaoer town, Dongwuzhumuqin Banner, Xilin Gol League, Inner Mongolia for example. The utilization of snow disaster risk management information system, analyze the comprehensive risk index in the study area and evaluate the disaster of the study area. The results show that this system can more accurately reflect the disaster situation, and more detailed analyze and statistic snow disaster's risk and loss.
