The importance of education presents both a daunting and an exciting thought for people indeveloping countries, particularly Africa. It is daunting due to the limited educational infrastructures,lack of qualified teachers, health and poverty. These conditions make the learning environment difficultand intolerable for both learners and educators. The excitement is brought by the expected end resultsthat education will bring to our continent in the relief of poverty and improving the wellbeing of oursocieties. Various Information and Communication Technologies (ICTs) interventions are beingintroduced to improve the state of education. The mobile phone is one of the ICTs that is expected toreach even the remote areas of the developing world. What is missing however, is the measurementtools to evaluate the efficiency of these ICTs. The aim of this paper is to propose a matrix that can beused to measure the impact of ICTs in education in South Africa. The paper will use the literaturereview approach in gathering data. The conceptual matrix will therefore be proposed guided by theliterature review findings.
