Based on guaranteeing of transport vehicle operating safety and introducing of a limit theorem of renewal theory, under the prerequisite of periodic detection and diagnosis of vehicle technical condition, and by means of renewal function H(t), a new mathematical model of transport vehicle optimum maintenance period was given. The optimum objective of the model is to make the cost of detecting test and diagnosis, maintenance and repair per operating time (or traveling mileage) lowest on precondition that the vehicles have good technical condition and good operating safety. A vast amount of actual sample data was used to seek out the solution of the given optimum model. Afterwards special examining tests were carried on, the results of the research showed that renewal theory can be used to direct the safety operating and maintenance and repair production of transport vehicle feasibly and effectively, and the solution of the model was accurate and reliable.
