Harmonic Mitigation Techniques to Achieve IEEE 519 Compliance in Water Wastewater Pumping Stations

In a large number of water and wastewater pumping stations, the only significant loads at the site are the pumps themselves. If the pumps are driven by Variable Frequency Drives (VFD's), some form of Harmonic Mitigation is required to comply with IEEE 519. This paper will describe the various forms of mitigation the authors have used at several recently designed and built pump stations, as well as several earlier examples. Some of these were bid with alternative mitigation techniques to establish actual construction cost comparisons among the options. Options include: 18 pulse drives, phase shifting transformers, active front ends, passive harmonic filters and others. The actual equipment included numerous manufacturers on both medium and low voltage systems. The paper will discuss relative costs, client experiences, reasons why a particular option was selected and the advantages and disadvantages of each. All of these cases are operating pump stations at various locations for several clients in the Great Lakes area.
