In 1984, a leak of the toxic gas methyl isocyanate occurred in Bhopal, India, and the manufacturer failedto release sufficient information to the public regarding the nature of the accident and its inherent risks. "Risk communication" is the policy that was adopted to prevent the reoccurrence of such inadequate information disclosure. As a result of this new policy, the Toxic Release Inventory was established in the United States in 1986, two years after the Bhopal accident, and, subsequently, related research was begun. This took place because it is necessary for those living in areas where there is risk from industrial accidents to be provided with adequate chemical risk-related information. In order to provide such information, industry and government need to meet with residents to discuss risk-related issues whenever plans are being made to build a facility that has the potential to harm the surrounding environment. As a result of the research that was carried out (predominantly in the United States and Europe), definite progress has been made since then, and at present the concept of risk communication between residents and industry or government has come to be viewed as extremely important whenever plants and other facilities that deal with dangerous chemicals are going to be built.
