JURISDICTIONAL DETERMINATIONS OF gas gathering pipelines can be very onerous based on their function or population density. However, in almost all situations, the regulatory jurisdiction of gas gathering systems is dependent on the population density or class location that the pipeline traverses. The growth of shale play drilling activities has created desirable economic benefits to recover valuable liquids from high BTU gas streams. These natural gas liquids (NGLs) are typically produced and transported in highly corrosive environments with an increased risk for failure due to internal corrosion. Natural gas operators determine the consequential risk of pipeline failures based on the potential impact radius (PIR) with little consideration to the environmental impact of liquids contained in the gas stream or liquids accumulation in a pipeline whenever an unintentional release occurs.
