The new Dutch JSS - the challenges of its design and procurement

The procurement and design of the Joint Support Ship, which started in 2005, proves to be an interesting challenge for the Dutch Defence Materiel Organisation because of three reasons. First, the number and combination of capabilities of the ship are (relatively) new to the Dutch Navy. Second, the design methodology of System Engineering was adopted at some point in the design process. Because of lacking experience and limited time, the possible benefits of System Engineering never fully materialized. Third, the JSS is intended to be fully designed and built under Class. Because of the unusual combination of capabilities, it is difficult to straightforwardly apply an existing set of rules. Therefore, risk assessments had to be carried out to assure the seaworthiness of the ship.
