Many methods have been proposed for Internet conference management. However the existing approaches need careful prearrangement or end system with high capacity. We propose an alternative distributed Internet conference control approach in this paper, which the end systems are organized in hierarchy based on their capacity and the access network bandwidth. The new approach can make sure low capacity end systems get into conference with high probability and keep load balance among the network. The new approach is presented in detail in this paper and verified by intensive simulations. The simulation results prove that the new approach can reach optimal network topology with limited topology adjustment steps.
