Recently fuel cells have attracted much attention as an environment-friendly energy system with the potential to resolve the world's energy problem. In particular, the polymer electrolyte fuel cell (PEFC) has been recognized as an energy converting device of high efficiency, low operating temperature, and low environmental impact [1,2]. As Pt, which is an extremely expensive precious metal, has been used as a catalytic electrode in PEFC having activity for oxygen reduction reaction (ORR) [3], the development of lowcost non-platinum catalyst is necessary.
