Avoidance and recycling of waste: the federal immission control act as an effective instrument of enforcement with regard to industrial installations requiring authorisation

In industrial plants which, as major producers ofwaste, require authorisation in accordance with the Bundes-Immissionsschutzgesetz, or Federal Immission Control Act,waste avoidance and recycling are in particular governed bystatutory obligations under immission control legislation. Thepaper outlines the policy followed by the authorities that areresponsible for the enforcement of these regulations in the Stateof North Rhine-Westphalia. Moreover, the study projects thathave been initiated and completed in North Rhine-Westphaliasince 1990 with a view to supporting the implementation aredescribed and the results achieved to date are presented, withparticular emphasis being placed on iron, steel and tempering foundries.
