This paper addresses the efficiency of the hybrid terrestrial-satellite network to maintain service continuity and to resolve coverage challenges for the wireless 5G ecosystem. We focus on terrestrial networks congestion under overloaded cells. We propose a SDN-based hybrid satellite-terrestrial network. Satellites are meant to offer an effective traffic offload and reliable communicating service with persistent connectivity. Highdata-rate video services are meeting immense demands that conducts the network to congestion. In this context, we propose a cognitive scheme based on channel quality indicator and quality of service class identifier in case of LEO satellites and 5G network. It is mainly based on slicing user traffic according to their experienced channels conditions, their priorities and their states. In addition, we extend our proposal by supporting the separation between the control plane and the user plane.Accordingly, we adapt the software defined network and network function virtualization (SDN/NFV) technologies that guarantee lower complexity, higher capacity, dynamicity, higher reliability and scalability as well as elasticity in radio resource management schemes.Slicing is done by the SDN controller based on the 5G Quality of Service Indicator (5QI) in order to offload high data rate video in overloaded networks via the satellite link and improve the quality of service for the whole network.
