Based on the latest data, the paper explores the status que of PM10 emission in thermal power industry in Tianjin 2010 and presupposes the situation in 2015. The Ambient Least Cost Model (ALC) of PM10 reduction for industry control technologies and measures was established by selecting possible control technologies to create a PM10 control technologies inventory. Through ordering the inventory can provide a base for priority of technology policy and policy-making. As a result, during "12th Five-Year plan" in Tianjin coal-fired power industry, the LAP Scenario reduction potential of PM10 is 2416.26 tons and the total reduction cost is RMB 88,788,500.
