The New Basel Capital Accord has firstly covered almost all risk sources including credit risk, market risk and operational risk etc. and embodied an outlook of complete risk management. In the past five years, state-owned commercial banks and stock-system commercial banks have made certain progress in risk management culture and in improving various risk management means, but it is still too far away from complete risk management. Implementing the New Capital Accord will provide motivation and tools for commercial banks improving risk management. Commercial banks shall comply with the direction of supervision principles of the New Capital Accord and refer to practical experience of international advanced banks to improve the deficiency in their construction of complete risk management mechanism, and vigorously address various items of basic work in the initial stage of the implementation of New Capital Accord and dedicate themselves to overall improvement of risk management capacity.
