An Advocacy Coalition Approach to Global Governance on Technology Standard Evolution: The Case of WLAN Standards

Globalization is sharply changing the environment of policy process where traditional policy theories are developed,therefore requires new frameworks for better understanding of the policy process in the global arena. Advocacy Coalition Framework provides a useful framework to explain the policy change in global level. Focused on interest-based and learning-oriented policy changes within ACF,this paper analyzes the case of international WLAN standard evolution process,recognize the interest as the trigger for coalition formation and learning as the mechanism for coalition consolidation,which could well explain WAPI' losing to IEEE 802.11i.
