Reflection on Chinese Current Rural Grass Roots' Regime Offering Public Services―A Case Study of Xian Town in Henan Province

With the market reform start-up of rural economy in the late 1970's and the establishment of goal of the socialism market economy in the early 1990's,especially,central government and local government putting policy of 'finance and tax in total' and 'institution of detached tax' in practice,being hard up of finance in rural grass roots' regime is an important factor of rural grass roots' governance. Under the background,town station of 'tiao tiao' has reformed in distinct form gradually,which cause to make lack of undertaking outlay and personnel wage of part station and make operate difficultly. Under the effect of 'economical man' and abnormity of public power,tendency of self-interest and earnings of town station has increasingly aggravated,which is to make public,service and validity of town station has severely worn away or lost. Offering rural public services has come forth puzzledom due to structure contradiction of station town power's aberrance and increasingly demands of rural public services. So,rural grass roots' regime must urgently rebuild in order to satisfy with increasing needs of rural public services.
