The mechanism by which hydroxypropyl-β-cyclodextrin (HP-β-CD) influences the ocular bioavailability of topically administered poorly water-soluble steroids has been investigated using in vitro experimental and theoretical techniques. The aqueous diffusion of the steroid-cyclodextrin inclusion complex has a significant influence on the net flux of steroid through the absorbing membrane.
