Everyone's a Winner - Creative Customer Financing for Recycled Water Capital Projects

Denver Water has operated a 30 MGD plant since 2004 that currently provides 2 billion gallons of recycled water per year. As the recycled water system has matured, finding viable conversion candidates has become more difficult. To ease the capital burden of customers, a pilot financing mechanism is being rolled out as part of an interagency cooperation effort. Denver Water has devised a system to provide relief to the capital plan of Denver Parks and Recreation, with the intention of wider roll out if successful. Denver Water provides funds up to $300k per year up front to prepare potential recycled water conversion sites for conversion. These funds are spent on items from minor compliance issues to full irrigation system overhauls. These funds are then recouped through that site paying potable water rates rather than recycled water rates until the funds spent on that site are fully reimbursed.
