The Ontario Ministry of Transportation (MTO) is dedicated to maintaining quality roadways in a sustainable manner and has been performing pavement recycling for decades. Hot In-place Recycling (HER) is one of the pavement recycling treatments employed by the Province of Ontario. This paper highlights Highway 17A, known as the Kenora By-Pass, that was hot in-place recycled in 2003 followed by an overlay after four years, and it has been performing well for the past 14 years. The Kenora By-Pass was originally constructed from 1981 to 1989 using the Swedish pavement design method for the underlying pavement layers. The pavement surface roughness, rutting, cracking, and other pavement distresses have been monitored throughout the life of this project. Performance history, construction issues, and lessons learned are documented in this paper. The province's historic positive experiences with HIR led MTO to update the HIR specification, which is also discussed in this paper.
