The untraditional emergency disasters like high degree earthquake always break out with uncertainty and severity. It is difficult to select a best alternative from many emergency response plans when some emergency catastrophe takes place suddenly. To support the capability of decision-making, we build up a set of systematic framework to simulate and evaluate the response plans for the untraditional emergency. Three subsystems are built to support the whole framework; they are weights acquirement, simulation data acquirement and the integrated evaluation process. The subsystem of the weight acquirement is developed in the MVC (model, view, controller) mode and it has much reusability. The subsystem of simulation data acquirement is based on the menu of the simulation data collecting, and the simulations of the earthquake response plans are carried out. The integrated evaluation subsystem is built based on TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method. By means of the decision-making support system, several response plans of some earthquake emergency are evaluated for their response effectiveness, and the best response plan is finally gotten. The evaluation results demonstrated that the decision-making support system is available and reasonable.
