SITING OF RADIOACTIVE WASTE DISPOSAL FACILITIES - A SYNTHESIS OF INTERNATIONAL LEARNING

For the past decades the NEA has facilitated the sharing of experience in addressing the societal dimension of radioactive waste management through its Forum on Stakeholder Confidence (FSC). The Forum explores means of ensuring an effective dialogue with the public with a view to strengthening confidence in the decision-making processes. Amongst the activities of the Forum are eight National Workshops and Community visits in as many countries. In this paper we review the main observations and recommendations made by the FSC in the field of siting of disposal facilities. They underlie the main message that exchanges between waste management institutions and civil society need to be encouraged and need not be confined to rigid mechanisms. The successful national programmes teach us that a complex interaction needs to be managed involving players at national, regional and local levels.
