The incubator undertaking has made great progresses and positive contributions to the development of medium-sized and small sci-tech enterprises and high-tech industries. However, the sci-tech enterprise incubators in our country still have many problems which need to be solved. The paper, analyzing problems in management system and mechanism, talents and growing space, puts forward a series of countermeasures: to improve management members' ability and enhance team culture; to establish filtering mechanism for incubator objects; to amplify service scope; to strengthen supply of incubators resources; to build good incubator environment; to build effective performance-based evaluation system. It is hoped that all these countermeasures can offer some lessons for the improvement of service level and quality of sci-tech enterprise incubators.
