Supports the needy and expand their social capital to narrow the income gap between the rich and poor

China's Gini Coefficient is between 0.45 and 0.5 which is far above the world alert line 0.4. According to the current social climate, both the central and local governments have listed reforming the income distribution institution and narrowing the income gap on the top of their work agenda. There are two effect ways to decrease the income gap and enhance the poor's ability of getting rich: Supports the needy and expands social capital.
