摘要

Government, enterprise and non-government organization are three kinds of typical organizations in market activities. The properties and characteristics of three kinds of organizations have determined their own advantages and deficiencies. The deficiencies of such three organizations of government, enterprise and non-government organization may cause government failure, market failure and society failure in the governance of public affairs, while comparative advantages of them mean the opportunity to overcome the governance failure of a single subject. The requirements for public products from the fast development of economy and society in the transformation period and the existence of government failure, market failure as well as society failure in the governance of public affairs put forwards the necessity to transfer the mode of public affairs governance from separate governance by a single subject to co-governance by such three organizations of government, enterprise and non-government organization. It is necessary to advance the transition and optimization of government function, introduce and perfect the market mechanism constantly, and promote the independent and standardized development, so as to realize the cogovemance of public affairs in transformation period.
