A Conception on Improvements of Project Management Models of Large Scale Railway Construction Enterprises in China

With the great development of railways, different defects arise in management models from the continuous improvement of project management. Particularly, to Large-scale railway construction enterprises, the choice of project management model directly decides the conciseness of institutions set, the reasonableness of the allocation of resources, the logic of construction and then the profitability of the entire project. Therefore, selecting a reasonable model of project management to improve management efficiency and save the management cost take priority in large construction companies. Combined with the theories of project management, this paper analyzed the drawbacks of traditional large-scale construction project management business models, proposed an improvement of the concept of “headquarter-project management department” mode and categorized the “headquarter-project management department”modes according to the actual situation of construction enterprises; the categories are coordination-based command department mode, the construction-based command department mode and mix-coordination & construction-based command department mode. In addition, this paper proposed necessary supporting measures in the implementation of “headquarter-project management department” mode and the arrangement of the organizational structures of headquarters.
