LIFE CYCLE SUPPORT OF SAFEGUARDS EQUIPMENT

This paper discusses the organizational framework necessary for carrying–out successfullogistics engineering and life-cycle support for international safeguards systems. Operationalrequirements defined by the Commission of the European Communities’ (CEC) Directorate ofEuratom Safeguards and the International Atomic Energy Agency (IAEA) are determined byinternational agreements and functional/inspection demands. Once the requirement for aparticular capability is determined to meet operational requirements for monitoring andsurveillance of nuclear sites, then the business begins of identifying the appropriate technologyto meet those operational requirements. This technology can be commercial-off-the-shelf(COTS) or it may be a new development effort. In either case, life-cycle support of the proposedsafeguards system must be considered from the very beginning of system development or whenthe procurement of a COTS system is being considered.
