The author challenges the roles and responsibilities of the developer and independent verifier during testing. Traditionally the independent verifier would design and perform the tests. The author proposes that, instead, the developer should design and perform the tests and that the results are reviewed independently. The author questions what independence is providing and explores whether a closer collaboration between independent verfier and developer could produce a more cost-effective testing process.
