JIN SHIANG FA CASE STUDY:WHAT COULD HAVE BEEN DONE?

On October 14, 1993, the fishing vessel Jin Shiang Fa grounded at Rose Atoll with100,000 gallons of fuel on board. Rose Atoll is one of the most pristine atolls in the world.Due to its extreme remoteness, responders had very limited options and were unable torecover any fuel. Six weeks after the grounding, a salvage vessel arrived on scene andfound the Jin Shiang Fa completely destroyed by a storm, and a third of the reef dead. Noresponse expense was spared. Yet no fuel was ever recovered. When traditional responsemethods are not feasible, alternative options should be considered.
