In this paper, we present a new ABR flow control scheme based on explicit forward congestion indication (EFCI). The main idea of this scheme is extending the use of the EFCI bit function, and making it not only transmit the congestion status, but also transmit queue length information implicitly. The transmission of queue length information is implemented by periodically setting the EFCI bit in the header of the ABR data cells. The result of simulation indicates that this new scheme has better control behavior than the basic EFCI scheme. It has lower oscillation amplitude of allowed cell rate (ACR) and queue length, higher link utilization, and better cost/performance.
