This paper defines a software engineering problem to create a service failure database for the Cookeville Electric Department, a local distribution utility. Using reporting standards approved by the American Public Power Association (APPA), reliability indices such as CAIDI, SAIFI, ASAI and SAIDI were generated for a three year period. Through a Classical Software Engineering Paradigm, user friendly interfaces were designed to allow the operator to enter collected data, track in-progress service calls, and generate statistical data. Benefits such as graphical representation of the results, computer generated reports, and a maintainable database were some of the final objectives.
