Management systems reform of lateral canals in guanzhong irrigation district of shaanxi province in China

摘要

From field studies of management system reform in four large irrigation districts Bao, Jing, Jiao, Luo, three main types of management system reform for lateral canals are summarized. The operating procedure, their effects, characteristics and suitable conditions are studied, and advantages and disadvantages analyzed. Problems associated with each type are presented, and modification ideas have been proposed. The management sytem reform of lateral canals promote the activity of self-development, strengthen the potential of agro-development in the irrigation district (ID), and can provide an essential method to solve the problems of investment and maintenance for lateral canal systems which have disturbed each ID due to their large numbers and the vast areas.
