The Optimal Allocation Research of Water Resources Based on Water Resources Net Welfare and the System Evolution

Aiming at the disadvantages of the present water resources allocation theory, the conception of water resources net welfare and its meaning are put forward in this paper based on welfare economics, water resources values and Marginal Opportunity Cost theory. Water resources disposition mechanism based on water resources net welfare are discussed from five aspects: entironment protection mechanism, water right transfer mechanism, benefit compensation mechanism, water price forming mechanism and centralized control mechanism. Based on these, the restriction rules of water resources utilization are set up, namely, survivability, carrying capacity, equity and anti - interference. Further more , the optimal allocation model based on water resources net welfare is built, which involves the model of making allocation scheme and the model of reasonable evaluation of water resources system evolvement. At last, the Longzihu in Zhengdong New District is taken as the example for verifying the theory.
