Developing and utilizing the Yellow River water resources to benefit people of two sides, is one of the important tasks of management and development for the Yellow River. But with water resources problems becoming outstanding day by day, how to optimize and dispose the limited Yellow River water resources, make it exert the greatest benefit and support the sustainable development of the basin economy and society by the sustainable utilization of water resources, have already become a problem need to be solved urgently. This paper gave a rough discussion to the foundation and perfection of the Yellow River water right and water market on the basis of analyzing the current management situation of the Yellow River water resources right belongmgness.
