The Scientific Approach to Development is not only a kind of development view, but also the new mode to modernization, that has peculiar structure and ways to solve the problems. Because of the proposition of the mode, the foundation, emphases and long-term orientation of the Strategy of Revitalizing Nation through Science and Education has a more clear definition and new changes, and our understanding of the strategy has become more deeply. So it is necessary to study the planning of science and technology with such a new mode , to re-recognize the strategy, so as to frame deliberate national planning of developing science and technology in medium-term and long-term.
