In this paper, a method to evaluate the developing states of the high tech parks in china is presented. The samples of the system need to be evaluated are almost the non-numerical data, such as A, B, C, etc. Two kinds of the evaluation model are proposed. First of all, based on the analysis of the factor analysis method in use of the non-numerical data, the factor analysis evaluation model is built. Based on the result, the 52 high tech parks can be sorted, and people can know the situation of the development of each park. Secondly, for the needs of the self-evaluation, an evaluation model with learning ability is built by using self-organization map (SOM) network. After training, 52 high tech parks have been automatically clustered in a map. So a high tech park can find its position in the classification map, and find the high tech parks with similar development situation.
