Public Economics Analysis of Externality Policy under the Target of Harmonious Transportation

The scientific externality policy of transportation is the precondition to construct the harmonious transportation, while the theory of economics is the theoretical basis to constitute the externality policy of transportation. Through sorting out the developing skeleton of the externality theory of neoclassical economics, new institutional economics and new Austria school, the assumed conditions that the corresponding externality policy of transportation should accord with and the function mechanisms are made clear. The preliminary conclusions are: the different concrete externality problems of transportation might meet the hypothesis of the externality policy of different economic schools. According to which hypothesis the practical transportation externality domain approaches, the transportation externality policy under the guidance of the corresponding economic theory should be adopted. The policy can be the government intervention or the market regulation alone, or the combination of them.
