In this paper, we introduce a parallel specification framework for parallel/distributed algorithm design. This framework is based on key specific factors that are needed to form a fully specified parallel numerical algorithm in order to solve broad computational and design issues for parallelization. Our framework allows great flexibility for users to specify as many or as few constraints on designing algorithms for their problems. The impact of the framework is its ability to generalize notions of efficient parallel design as well as pinpoint fallacies of the design
