A STUDY FOR THE ECOLOGICAL DEVELOPMENT POLICY OF THE COASTAL CITY ON OSAKA BAY COASTAL ZONE

After World War Ⅱ, the national land planning has taken the highest priority to the economic recovery and the regional development in our country. Especially the enclosed sea area has been utilized for the base of the exportation and importation and the high industrial growth. However, in that process, the environmental policy that was considered all aspects of coastal sea and marine organisms wasn't enough carried out. In result, since the 1960's the industrial accumulation and the coastal population explosion caused the pollution problems and the coastal environment problems in the whole country. Particularly overdevelopments of the coastal sea area and coastal line have deteriorated the amenity for human being. This paper makes clear the concept of the ecological development policy for the model of the coastal city, and studies for the ecological development policy of the coastal city on Osaka Bay coastal zone. On the occasion, we have to recognize the aspects of the coastal zone such as the property of the space, which gives new value from exchange and the fusion at the coastal zone, and the importance of desirable ecosystem involved human being.
